European Court Upholds Ruling Against Microsoft
Microsoft today lost its appeal of the European Commission's finding that it improperly bundled its media player with its operating system. The Court of First Instance ordered Microsoft to sell a version of its operating systems without the media player in order to end its abuse of the virtual monopoly it holds through Windows, which is used by more than 90% of the world's personal computers. Microsoft has also been ordered to pay $665 million and share product information with competitors. The 91-page ruling may be appealed to the European Court of Justice.

I think that means district court equivalent. But it's not entirely clear from the article.

"Court of First Instance?" does that mean they have one court handle all cases of first impression? If so, how do they decide which cases are unique enough to invoke such a court's jurisdiction?
